Meet Rhonda

 

Rhonda Kirkland is the Member of Parliament-Elect for Oshawa. She was elected to the House of Commons in Canada's 45th federal general election held on April 28, 2025.

A certified educational therapist with over 20 years of experience, Rhonda has dedicated her career to enhancing the lives of children and adults facing learning disabilities, autism spectrum disorder (ASD), and dyslexia. She provided individualized therapy to help clients overcome cognitive and learning challenges, with a passion for education extending beyond the therapy room.

Rhonda holds a Bachelor’s degree and an advanced certification from the National Institute for Learning Development. She has served as a conference speaker, trainer, and advocate for early intervention strategies, making a lasting impact in her field.

Born and raised in Oshawa, she has led or worked on countless grassroots charitable initiatives and held leadership positions within the Rotary Club of Oshawa, demonstrating her lifelong dedication to community service.

Prior to her election, Rhonda also served as a political advocate for three decades, having participated in many local, provincial and national political campaigns in various roles including campaign manager, volunteer director, trainer and communicator.

Driven by a deep commitment to improving the lives of Oshawa and Durham Region residents, she has also helped to advance federal legislation related to victims' rights and human trafficking.

Like so many families and seniors across Oshawa, Rhonda witnessed an alarming erosion of affordability, common sense, accountability, and quality of life under the previous NDP-Trudeau coalition, igniting a deep concern for her own children and future generations of Oshawa's youth and young families.

As a single mother of two, she understands the importance of securing a stronger, safer, healthier and more affordable future. Well regarded locally for her compassion, integrity and work ethic, Rhonda is committed to restoring common sense policies in Ottawa and providing Oshawa's constituents with a strong new voice in the House of Commons.

If you require assistance with a federal program, service, department or agency, please be advised that our office is unable to open any new case files or work on an existing case until Rhonda is officially sworn in as the Member and has assumed her constituency and Parliament Hill offices – likely on or before Parliament is recalled on May 26, 2025.

Until that time, no requests for casework assistance, including for immigration and refugee processing, CRA, GIS/OAS, CPP, Veterans Affairs, passports, etc., may proceed. As soon as we’re able to accept casework, you’ll be in the queue and will be required to sign an authorization form which permits Rhonda or her staff to advocate on your behalf. If you opened a file with Oshawa's previous MP, you will be required to sign a new authorization form before we can advocate on your behalf.

If you reside north of Taunton Road within the City of Oshawa, you’re a constituent of the Bowmanville–Oshawa North riding and must seek assistance from your MP, Jamil Jivani. As you'll appreciate, Rhonda and her staff must, at all times, prioritize communication with residents of the Oshawa constituency.
